Definition

The Bharat Bill Payment System (BBPS) is an RBI-regulated, NPCI-operated interoperable bill payment ecosystem that enables customers to pay recurring bills, such as electricity, water, gas, telecom, loan EMIs, FASTag recharge, and more, through a unified and standardised platform. It ensures secure, consistent, and real-time bill payments across banks, fintechs, and digital payment apps.

How BBPS Works

BBPS operates through four key entities:

1. Biller – The service provider generating the bill
2. Customer – The payer
3. Biller Operating Unit (BOU) – Entity onboarding billers
4. Customer Operating Unit (COU) – Entity offering BBPS bill payments to users

The process includes:

1. Customer initiates bill payment via a BBPS-enabled app or platform
2. BBPS fetches real-time bill details from the biller
3. Customer pays using any supported payment mode
4. Payment confirmation and receipt are generated instantly
5. NPCI ensures settlement between the parties
